The government has lots of assistance programs, but there are no free car programs that they offer.  The government sometimes provides funds to nonprofits who then help low-income families with free cars. These programs exist but are rare. 

The only financial assistance that the government offers for transportation assistance like helping with car repairs is via the TANF or EBT Cash Benefits program.  Medicaid Transporation could also be considered as offering government assistance for transportation assistance as well.
