The reason you want to consider housing in other less populated cities is that the larger the population the longer the waitlist. For individuals who live here in Houston, the wait to get housing benefits could be over 4 years! Low-income families who live in Houston, Dallas, or another major city can likely qualify for housing benefits much faster if they were to apply for housing in a less populated city.

The only catch when applying for housing in another city is that local residents will be the first priority. Even with this rule, applying for housing in a low population city will still get you housing benefits faster than applying in a major city.

Who Is Eligible For Texas Housing?

Each Texas housing authority will have different eligibility requirements, but in general, you must satisfy:

• Basic Eligibility Requirments – You must be at least 18 years and a US citizen. Noncitizens with eligible immigration status can potentially qualify for housing.

How To Find Open Housing Waitlists In Texas

Visit a website called Affordable Housing Online to find a listing of open Texas waitlists for housing. This website is updated on a regular basis, therefore anytime a new housing waitlist opens in Texas, you will find it on Affordable Housing Online. This is a really great tool to use if you are interested in finding low-income housing with no waitlists.

Another way to find open housing waiting lists in Texas is by visiting the Texas Housing Association website. TXHA will inform you of Texas cities that have open housing waiting lists. In addition, you can learn whether those local housing authorities have Section 8 vouchers or if the Public Housing program is open.

As you can see from the two screenshots above that there are multiple cities in Texas with open waitlists. When you visit each of these housing websites, you will find even more housing authorities in Texas that are accepting families for both the Section 8 and public housing programs. 

How To Estimate Time On Housing Waitlist

First, try calling the housing authority and ask them how long the waitlist list is. This is by far the easiest way. If you cannot get an estimate on how long the housing waitlist is that way, you can try searching for the Annual Plan. This requires more effort.

Here is an explanation of what a housing Annual Plan is and how it works.

Using An Annual Plan To Estimate Texas Housing Waitlists

An Annual Plan is a document that offers information about the number of households who are on waiting lists. The Annual Plan also provides the “turnover rate” which is the number of families that leave a housing program per year.

Finding an Annual Plan can be difficult, but you can try searching the housing authority website that you plan to apply for housing with. If you cannot find an Annual Plan on the website you can try Googling something like:

“2022 Annual Plan – Housing Housing Authority”

Google the year of the Annual Plan and the housing authority to see what you can find.

After you find the Annual Plan you will need to locate the number of families on the waitlist and the Annual turnover. Next, you’ll have to divide the families on the waitlist by the Annual Turnover rate. This will give you an estimate of how many years it will take to work your way up a waitlist.

Below is a screenshot of an Annual Plan I found on the Houston Housing Authority website. It had 11,301 families on the waitlist and a 4,747 turnover rate which equaled a wait of 2.38 years on a housing waitlist.

How To Use Portability To Take Your Housing Benefits Into The City Of Your Choice

Portability is a housing term that refers to the process of a housing recipient taking their voucher to a new city. The process of transferring your housing benefits is known as “porting”.

In order to “port” your benefits to a new city, HUD will require you to live in the city you originally received your housing benefits for a specific amount of time (typically 1 year). You cannot get housing benefits in a new city and then moved immediately.

After 1 year has passed with you living in the new city, you can then transfer your housing benefits to another city. This is a tactic that many Section 8 recipients use to get housing benefits in a larger city. Although this seems like it could be against the rules, HUD will allow the transfer of housing benefits this way. You can read more about it on their website.

If you cannot move into another city and still need emergency housing in the city you are currently in, the next section will explain an option that you have. The homeless shelters can potentially get you housing faster if you qualify.

How Do I Get Emergency Housing In Texas?

The fastest way to get emergency housing assistance in Texas is to check into a homeless shelter. Most homeless shelters have connections to long-term housing programs like Rapid Rehousing that can not only place a family in an apartment but also pay up to 12 months of rent.

Editor’s Note: Applying for housing in a less populated city is the fastest way to get housing. If you cannot move, checking into a homeless shelter that specializes in long-term housing is an option that can keep you in your current city.

In order to get connected to a Texas housing assistance program, you need to be a resident at a homeless shelter. Families staying in shelters are higher priorities for placement into programs like Rapid Rehousing that can help with long-term housing costs.
